Introduction
The Institutional Intelligence Observatory (IIO) establishes an empirical research framework designed to observe, structure, and benchmark institutional behaviour from an external observation layer. To ensure complete transparency, reproducibility, and cross-jurisdictional verification, the core architecture, longitudinal matrices, and meta-briefings have been permanently indexed and assigned official Digital Object Identifiers (DOIs) via CERN-supported open-access infrastructure (Zenodo).
